Andrew Bell

Andrew is an experienced airport director and senior executive with a track record of over 15 years delivering effective change and rapid improvement in airport efficiency, profitability and investment activity. He is a member of the board of the Airport Operators Association, the voice of UK airport industry, and has held external stakeholder roles covering issues including regional transport planning and the promotion of the UK’s regional airports.
Kate Cook
Chief Financial Officer,
Regional & City Airports
With more than 10 years’ experience working as a finance lead in the airport industry, Kate was appointed as RCA's Finance Director & Company Secretary in 2014. Playing an active role in the division's expansion, including the acquisitions of Exeter and Bournemouth Airports, she is also a fellow of the Association of Chartered Certified Accountants.
Marcus Scrafton
Asset & Engineering Director,
Regional & City Airports
Marcus joined RCA in April 2025 as Asset and Engineering Director with responsibility for delivering capital projects. Marcus is a Chartered Civil Engineer with over 30 years’ experience on development project at airports in the UK and overseas, having spent 20 years as a consultant and previously 10 years as Head of Development at Liverpool John Lennon Airport. Marcus joined RCA from AECOM where he had P&L responsibility for the airfield civil engineering business and led on projects including the airside design for Manchester Airport Transformation Programme and Luton Airport’s Development Consent Order.
Steve Lilley
Commercial Director,
Regional & City Airports
With over 25 years experience in commercial aviation, before joining RCA in 2014 Steve spent 15 years working in airline schedule and network planning roles at Go (British Airways low cost airline), easyJet and flybe. He took on the role of Commercial Director in April 2025, with responsibility for business development and ancillary revenue streams including car parking, food and beverage and retail, after having spent the previous 11 years leading RCA’s aviation development team and played a key part in securing new services from Jet2, KLM and Ryanair at Bournemouth, Exeter and Norwich. Steve also has an MSc in Air Transport from Cranfield University
Steve Gill
Managing Director,
Bournemouth Airport
With 40 years’ experience in the aviation industry, Steve was previously Peel Airport’s Chief Executive Officer for Doncaster Sheffield Airport and Durham Tees Valley Airport. He held senior roles with responsibility for the strategic development and management of group airports, initially based at Liverpool John Lennon Airport in the North West. An engineer by background, he started his career with British Aerospace in Bristol.
Stephen Wiltshire
Managing Director,
Exeter Airport
Stephen has more than 20 years’ experience in airport operations and management. He started his career as a British Aerospace apprentice at Filton near Bristol, going on to become operations and facilities manager. He was formerly Operations Director at Blackpool Airport prior to joining Exeter in 2009.
Richard Pace
Managing Director,
Norwich Airport
Richard has over 30 years of aviation industry experience and joined Norwich Airport from the RAF as an air traffic controller in 1995. During his time at Norwich Richard’s experience has spanned all aspects of airport operations, including air traffic control examiner, air traffic services and general operations.
